Incomplete arp requests have two basic reasons. the arp request has not been answered. either the destination node hasn't received the arp request or its response hasn't been received. the destination node may be down. the source node's network mask is not configured correctly.

You can troubleshoot this by getting a packet capture and seeing whether there's actually an arp request being sent out (and on the right vlan), and whether it arrives at device b, and if so, whether a reply is sent out, and on which vlan. An incomplete arp entry is learned through an arp request but has not yet been completed with the mac address of the external host. an arp request was sent for that address, but the host with that address is not up and running on the lan, so there is no reply. Arp incomplete can be caused by layer2 connectivity issue. considering a packettracer and considering it was working before, you can try to close the project and open again.
