We are turning up a vpls circuit between 3 datacenters a,b and c. a and b can ping each other and see each other’s mac addresses in the arp table. a and b are unable to ping c and its arp entry is incomplete. c however has the arp information from both a and b.

In this vpls example, we have used a simple vpls (virtual private lan service) topology and we have configured cisco vpls on cisco catalyst 6500 series switches. You can troubleshoot this by getting a packet capture and seeing whether there's actually an arp request being sent out (and on the right vlan), and whether it arrives at device b, and if so, whether a reply is sent out, and on which vlan.
