Workforce Development Pipeline Model Srdc The goal of this project is to develop a detailed design and implementation plan for a workforce development ‘pipeline’ model to support the implementation of the metrolinx community benefits framework. In may 2021, the skills for success model was launched to provide a common structure that aligns program and policy transformation with evolving skill and workforce development needs. Srdc’s pay for performance project raises important questions and presents interesting data that can inform public policies designed to increase skills and, in turn, productivity through performance based financing mechanisms. Our goal was to develop a service delivery model that guides employment for youth facing multiple barriers to employment including opportunity youth who are not enrolled in school vocational training or currently employed.
