Shanks is involved in this, we just don’t know how deep that rabbit hole goes. learning more about why he stole the fruit from the wg, why he entrusted the new era to luffy, and why he spoke to the gorosei may shed a lot of light on this reveal. The notorious overlord still bitter about being subjugated by megatron all those millions of years ago, and likewise equally bitter at being manipulated by devil z plots his revenge against megatron, but goes about it in a far more subtle manner than deathsaurus ever did.
