I've been having the same issue as the op and posts here and this fixed it! for me, i have 2 drives, an ssd c: and a larger hd drive q:. i had a few games on my q: drive and so steam was using it for downloads because who knows why. here's how to fix. this fix requires moving all your steam content to your ssd and out of your slower hd.
