Project Teams Itrc Itrc Itrc is requesting proposals from qualified contractors to provide support for each of the four new project teams. the four requests for proposals are accessible on each of the new teams'. Itrc is a program of the environmental research institute of the states (eris). eris is a 501 (c) (3) organization incorporated in the district of columbia that supports the environmental council of the states (ecos).
