Project Elevate Developments Project elevate howard community college (hcc) is excited to support young people who are looking for (or would benefit from) an alternative educational path. project elevate is grounded in an asset based philosophy for justice involved youth ages 16–21. This program creates a pathway for howard county youth to use education, career exploration, and wraparound services as an alternative to judicial intervention and sentencing.

Elevate puts justice involved youth from the columbia community on a new path, enrolling them in a campus based program to earn a high school diploma while participating in college life, earning college credits, and developing career experience and skills.
