In this essay, we consider recent narratives in the science of brain development under poverty in relation to the older idea of the culture of poverty. Drawing upon the toxic stress model, bio psycho social theory, neuroconstructivism, and cultural neuroscience, this review evaluates pathways by which poverty alters brain architecture, stress regulation, and cognitive performance.
