Our task is to create a humane, coordinated homelessness response system as we work toward that ideal. as of january 2024, more than 11,000 people were known by name to be experiencing homelessness in multnomah county. 1.1.1 establish and implement a homelessness response system, which is responsible for mobilizing the various jurisdictions, departments, stakeholders and service providers toward the implementation of this homelessness response action plan and the goals herein.
