The homelessness team within housing and community empowerment’s housing and homelessness division participates in dallas’ coordinated response to homelessness—aligning outreach, partnerships, and housing strategies while ensuring accountability of service providers contracted with the city of dallas to deliver lasting, system wide impact.
Homeless Outreach Bloc Squad The ohs street outreach team can be separated into three core teams or components: street outreach, the homeless action response team (h.a.r.t.), and r.e.a.l. time rehousing (rtr). The dallas police department’s homeless outreach team (hot) is committed to compassionate outreach, safely clearing encampments while connecting individuals experiencing homelessness with critical resources, services, and support.
