Basics Rules Criteria Principles Drawing on redistricting data from all fifty states between 2021 and 2024, we analyze how different commission designs affected partisan fairness, competitiveness, and adherence to traditional principles like compactness and preservation of communities of interest. To assess the strength of earlier redistricting reforms, the brennan center interviewed a diverse group of more than 100 stakeholders who were involved with redistricting seven jurisdictions that use some form of commission to draw maps.
