We problematize the role of intermediaries, develop a three actor (triadic) model of governance, and assess its institutional macro political consequences. going beyond the state of the art, this project sheds light on the multiple interactions of trust and regulation in policy and politics. By mapping empirical data against our theoretical understandings, this article offers an alternative insight into the trust relationship, better positioning us to understand trust as an ongoing process, rather than an end product. This article offers a framework for "regulatory trust" the unique form of social trust invoked when regulatory agencies make decisions under conditions of uncertainty. in doing so, it examines what regulatory trust means, why it matters, and how it can be produced, maintained, and restored. Starting from the assumption that citizens’ trust toward providers of goods and services depends on their trust in the regulators of those providers, ‘trust in regulatory regimes’ offers an analytical framework to look at ‘polycentric regimes’ of regulators, regulated organisations, and citizens. This paper lays the foundation to study how trust in three key dimensions—regulatory actors, regulatory content, and enforcement procedures—influences overall trust in regulatory regimes.
