About Community Action Lab The community action lab program is a hands on, district based community development course that helps residents and local leaders build skills to strengthen public safety and lead community revitalization in their neighborhoods. At cpal, data is central to everything we do. we bridge information gaps by delivering actionable data to families, partner organizations, and local government. cpal examines homestead exemption access in dallas county — who’s claiming, who isn’t, and how much money eligible homeowners could realize if they claimed this benefit.
