The university increases the science output of the city, besides providing the first scientist specialist slots for your empire. the university is even more effective if the city is near jungle tiles they receive 2 science output each!. R5: the best campus ( 9) that i have encountered in my 1000 hours in the game. 3 from mountains, 2 from river, 4 from fissures. it looked so cool that i had to share it. :). If you build an amazing plus 5 campus you're now earning 10 science per turn so that technology would 5 turns. The netherlands are a great all around civ. they can get easy adjacency bonuses on so many districts. i actually really like them for science victories.
