Some bioses apparently do something that keeps the cpu somewhat busy, so you might not be seeing an actual idle temperature. 45c isn't actually terrible. i'd expect to see a true idle temp of maybe 15c over ambient (35c in a typical 20c 70f room). the stock cooler is barely adequate but it should be able to tame an idle cpu. In any case, i was going to replace it but after a couple of weeks of heavy use of the cpu, temps have never risen above 45 degrees so i’m not going to worry about it. now the data transfer process is underway as i shift everything over to the new server. My gpu is idleing at 55 degrees celcius. its a nvidia geforce 1660 super. a lot of video cards have a zero fan mode where the fan won't kick in until a certain temperature is reached. though 55c.
