Hcde Impact Human Centered Design Engineering Harris county department of education (hcde) is an agency of the government of harris county, texas, in the houston metropolitan area; it is headquartered in northside district in houston. Accordingly, human centered designers conduct usability research or user experience research (ux) in order to determine if these criteria are met when humans interact with a technology. essentially, it is seen that technology should not simply function; it should be utilized to satisfy human needs.
