Utility Allowance Schedules A pj must establish maximum monthly allowances for utilities and services (excluding telephone) and update the allowances annually. a pj must use the husm or otherwise determine the utility allowance for the project based on the type of utilities used at the project. The utility allowances presentation covers all of the utility allowance methodologies and offer guidance on each of the five department approved methodologies. The utility allowance training provides a solid foundation of the seven available methodologies as outlined in 10 tac section 10.614 and covers the processes and procedures for the utility. The purpose of this training is to provide guidance for calculating a utility allowance (ua) under the department’s multifamily programs.
