Ura Proposes City S First Protected Intersections Bikepgh Bikepgh In an attempt to reverse these past decisions, the city’s urban redevelopment authority has been working since 2016 to turn the single direction, 4 lane “penn circle” into a two way road,. New signal timing at penn circle allows pedestrians and cyclists to begin crossing an intersection well in advance of a greenlight. this timing sequence gives pedestrians and bicyclists a head start, which should increase safe crossings. The bike lane really isn't protected unless they put hard bollards or other impassible obstacles in there, and the city has made it clear that they won't put bollards in because some negligent drivers might get hurt. The project aims to knit the neighborhood back together by turning the four lane single direction highway through the heart of east liberty into a two way street, with fantastic protected bike lanes, protected intersections, and other bicycling and pedestrian improvements. However, the old penn circle contains several complicated intersections, and we’ll go over a few of these to see how the city was able to retrofit the two way design and introduce the protected bike lanes and intersections. complete details can be seen on the city’s engage page. Previously a four lane, single direction suburban ring road, the city first converted the inner lane into a two way protected bike lane back in 2017. since then, they’ve been working on creating a design that would allow motor vehicles to also use the road in both directions. This two way cycle track will be street level and be protected by concrete pills similar to what is currently on the penn ave bike lanes in downtown. additionally, there will be exclusive bike signals at intersections where fifth ave motor vehicle traffic needs to turn across the bike lanes. We envision a pittsburgh where people can thrive without needing to rely on a car. 188 43rd st #1, pittsburgh, pa 15201 | ©2026 bikepgh.
