Skywarn Skywarn is a national network of over 300,000 volunteer weather spotters that is managed by noaa's national weather service. the spotters are trained by one of the 122 local national weather service forecast offices on how to spot severe thunderstorms, tornadoes, hail, and flooding. Skywarn ® is a volunteer program with between 350,000 and 400,000 trained severe weather spotters. these volunteers help keep their local communities safe by providing timely and accurate reports of severe weather to the national weather service.
