Awarded companies use phase i funding to create proof of concepts for their innovations. the objective of phase ii is to continue research and r&d efforts started in phase i. typically, only phase i awardees are eligible for phase ii awards.

Sbir Sttr Phase Ii Phase ii is focused on the development, demonstration, and delivery of a technology innovation. these awards are made to small businesses (and their research institution partners in sttr) who successfully demonstrated the feasibility of their technology idea during phase i. Phase ii is focused on the development, demonstration and delivery of your innovation from phase i. For the sbir program, the small business must perform a minimum of two thirds of the research work in phase i and the small business must perform a minimum of one half of the research work in phase ii. the sttr program requires the small business to partner with a research institution. The usda sbir sttr program office directs all activities required under the sbir law and executes the policy established by the small business administration. the sbir sttr programs at usda are administered exclusively by the national institute of food and agriculture (nifa).
