Reconstructing Digital Sovereignty In this paper, we take an alternative approach focused on assessing the effectiveness of various models of digital sovereignty. This article examines the legal and national security dimensions of indonesia’s evolving approach to data privacy within the broader project of digital sovereignty. Drawing mainly on various theories concerning political economy, international law, human rights, and data protection, it presents thought provoking ideas about the nature and scope of digital sovereignty. Reconceptualizing sovereignty as governance capacity rather than exclusive control, the article contributes to emerging debates on algorithmic governance, platform power, and digital constitutionalism.

This article offers a mapping of the types of national digital sovereignty that are emerging, while testing their effectiveness in response to radical changes and challenges. Craft a research agenda focused on digital developments that could solve collective problems and enhance human capacities and that consider the ethical, economic, ecological, and political impacts of technology, including of ai applications.
