Polycentric Governance

Polycentric Governance Ostrom's (2010) concept of the polycentric approach to governance describes a mode of governance in which multiple actors at various levels collaborate to establish fair and efficient. If the decision making centers take each other into account in competitive and cooperative relationships and have recourse to conflict resolution mechanisms, they may be regarded as a polycentric governance system.

In this lecture, i describe the intellectual journey that i have taken the last half century from when i began graduate studies in the late 1950s. the early efforts to understand the polycentric water industry in california were formative for me. Elinor ostrom, a nobel laureate in economics, reviews her research on polycentric systems for governing common pool resources and public goods at multiple scales. she challenges the dichotomous view of markets and states and develops a framework to explain the diversity and complexity of human interactions. In a polycentric political system, no one has an ultimate monopoly over the legitimate use of force and the “rulers” are constrained and limited under a “rule of law.”. “polycentric” connotes many centers of decision making that are formally independent of each other. whether they actually function independently, or instead constitute an interdependent system of relations, is an empirical question in particular cases.
