Energy Justice In Climate Change Adaptation Policy Brief Initiative Ideally, state actors such as governments, and non state actors such as media and civil society and international organizations among others, should play a role in climate adaptation on local, national, and global levels. Drawing on theoretical and empirical insights from civil society and non state climate action literature, we analyze csos’ climate strategy priorities (mitigation vs. adaptation), geographic distribution, implementation mechanisms, and programme delivery.
