About Watershed Watershed Community Development To support this need for stakeholder involvement, the texas watershed steward (tws) program was initiated to increase citizen understanding of watershed processes and to foster increased local participation in watershed management and watershed protection planning activities. This document describes innovative approaches to watershed management implemented by the 28 national estuary programs (neps). the neps are community based watershed management organizations that restore and protect coastal watersheds. Effective community engagement informs the public of important information about their watershed, ongoing efforts to improve watershed health and actions they can take to contribute to watershed health. Our work over the next decade to forge the bend is guided by five imperatives and 100 commitments to our community.
