Measuring Secondary Cte Program Quality Recognized Postsecondary This brief — the second in a four part series — draws on data from a 2018 national survey of state cte directors to help states select and adopt robust methods for measuring secondary cte program quality. this brief explores strategies for measuring recognized postsecondary credential attainment. The report looked at 18 detailed credential categories across postsecondary educational institutions, massive open online course (mooc) providers, non academic providers and secondary schools.
