I don't think that's a dell safebios issue. safebios only compares your bios settings to the cloud hash. it reads almost like a uefi issue, but it could also be a ram issue. driver verification detected violation is usually a result of bad ram, are you sure you put the ram into the right slots on the new motherboard? do you have different ram.
