Over the years, the budapest process has become a policy tool for identifying and addressing the evolving challenges related to irregular migration in wider europe. it has developed over a series of phases.

Governance Budapest Process Over the last almost 30 years, the budapest process (bp) has become recognised by its participating states as an excellent tool for identifying and addressing evolving migration challenges. On 11 12th november 2024, ministers, deputy ministers and senior officials from 50 countries and 13 international organisations convened in budapest and agreed to a joint vision of migration governance, endorsing a new ministerial declaration and call for action. Since 1991, the budapest process (bp) stands as an informal framework for international dialogue on a range of migration issues. more than 50 governments and 10 international organisations participate in the forum. Note: the budapest process was instrumental in the approximation and harmonisation process of central and eastern european countries in the eu accession process.

The call for action complements the “istanbul commitments on the silk routes partnership for mi gration” the political declaration adopted by the participating states of the budapest process on the occasion of its 6th ministerial conference. On 11 12 th november 2024, ministers, deputy ministers and senior officials from 50 countries and 13 international organisations convened in budapest and agreed to a joint vision of migration governance, endorsing a new ministerial declaration and call for action. The budapest process is one of the oldest existing migration dialogues, serving as a dynamic and adaptable platform for intergovernmental exchange on evolving migration challenges. The budapest process provides an informal and flexible framework for states and other stake holders to meet on equal footing and address issues of common concern and to maintain open channels of communication between each other.
