Inmates need to eat, sleep, bathe, and use the bathroom in order to maintain a baseline of happiness. it’s important to make sure you’re meeting these basic needs first and foremost, from your first intake of minimum security inmates, all the way up to a supermax prison with 200 inmates.

You can check what needs your prisoners have by hovering over them: a tooltip will pop up, showing you the status of their needs. every need has a 'charge' shown in the prisoner's tooltip by a series of dots, from 1 to 10, and they are a valuation on how severe that need is. The needs report shows how many prisoners do have certain needs at all, how many are satisfied currently or not, and how many are actively relieving which needs right now.
