Evaluating Research Knowledge Is Power It is important to understand that the aim of this study is to describe what constitutes research, and then to use that knowledge to describe how research quality might be measured. But what does it mean for knowledge to be power? this paper addresses the question not by offering a new theory of knowledge, but by examining how, and under what conditions, knowledge places an epistemic subject at an advantage over those who lack it. This paper considers foucault's concepts of power, knowledge, discourse, and power knowledge as a lens to view the power relationships between research assessment, the academic reward system, and academic publishing. This paper advocates foucault's notion of pouvoir savoir (power knowledge) as a conceptual lens that information researchers might fruitfully use to develop a richer understanding of the relationship between knowledge and power. The purpose of this paper is not only to study knowledge power’s formation, determinants, and measurement but also to offer a comprehensive view, combining multiple network levels and multiple research perspectives, that should be useful to researchers conducting future studies in this field. Understanding and evaluating research: a critical guide shows students how to be critical consumers of research and to appreciate the power of methodology as it shapes the research question, the use of theory in the study, the methods used, and how the outcomes are reported.
