The inclusive education centre was established by the ministry of education and sports to reduce barriers to access to education for vulnerable groups such as girls and women, ethnic groups, students with disabilities, and those with socioeconomic difficulties (unicef, 2020). Using large scale nationally representative data from the demographic and health survey (dhs) and the multiple indicator cluster survey (mics), this paper traces patterns of inequitable higher education access in eight southeast asian countries over time. A fundamental question in sociological research on education and a primary concern of educational policy making is whether socio economic equality in educational opportunities can be increased without lowering the quality of education.
