Training The Electrical Alliance The electrical training alliance is a joint training program between the national electrical contractors association (neca) and the international brotherhood of electrical workers (ibew) aimed at training the best electrical workers the industry has to offer. The eta will take affirmative action to provide equal opportunity in apprenticeship and will operate the apprenticeship program as required under title 29, code of federal regulations, part 30, as amended, and other applicable law and lawful regulations. The four year apprenticeship program is comprised of both classroom instruction and on the job training and upon completion prepares the apprentice to become licensed as a journeyman electrician in the state of texas.
