Description Mission Smap Smap, or soil moisture active passive, is an earth satellite mission that measures and maps earth's soil moisture and freeze thaw state to better understand terrestrial water, carbon and energy cycles. Smap is a directed mission of the national aeronautics and space administration. the smap project is managed for nasa by the jet propulsion laboratory, with participation by the goddard space flight center.
