The community first toolkit, developed by the high line network, is a resource that park organizations can use to embed equity into public spaces. This document provides an overview of the community first toolkit created by the high line network to help infrastructure reuse projects embed equity into public spaces. That toolkit didn’t exist—so we built one. our online toolkit and this book focus on embedding equity into infrastructure reuse projects. over two years, urban institute and harvard graduate school of design, alongside 15 network members, piloted this intentional, equity focused approach.
