A new open access paper on carbon neutral smart cities published in world development. the paper delves into the current eu policy and strategy for advancing smart carbon–neutral development across europe, as outlined by the eu cities mission, which aims to boost climate neutrality across 112 cities by 2030. This article suggests ways to capture users’ views and perceptions of smart city services and applications towards more informed decision and policy making processes. This study is researching the non technological dimensions of smart cities. by reviewing the activities in 8 smart cities from a perspective of large technological systems, the authors argue that many of the challenges and solutions are organizational in nature.
