What does “basic needs” mean? at the ut dallas basic needs resource center, we define basic needs as essential resources that support the holistic wellness of all comets. All enrolled students including undergraduate, graduate and international students are eligible for services offered by the basic needs resources center. pregnant and parenting resources are available to both students and university employees. in an emergency, dial 911 immediately.
